Yozgat Bozok University Student Clubs Regulations
Definition
Article 1 – The "Yozgat Bozok University Bozok Finance Club" has been established in accordance with the 47th article of the Higher Education Law No. 2547, under the regulations governing the establishment and operation of student clubs under the Health, Culture, and Sports Department of Yozgat Bozok University. Its aim is to support the development of students in the social, cultural, artistic, and educational fields, and to help them utilize their free time in the best possible way. Club activities are conducted in designated locations under the relevant rules, as set by the Rectorate.
Basis
Article 2 – The Bozok Finance Club is established and operates in line with the "Yozgat Bozok University Student Clubs Regulations."
Purpose
Article 3 –
- To host events that will support the collective benefit of the students within the club and encourage students of the university to take responsibility, contributing to a more effective and efficient university life.
- To inform and contribute to the education of Bozok University’s Finance Department students and other students within the faculty by examining Turkey's economic and political structure through the activities conducted within the club.
- To organize conferences, panels, seminars, discussions, and other similar activities with expert individuals and institutions in the field, in order to complement theoretical knowledge with practical expertise and provide guidance for career opportunities after graduation.
- To organize social events that allow Yozgat Bozok University Finance Department students to communicate with relevant student clubs from other universities.
- The Bozok Finance Club works in accordance with the principles of Atatürk’s Reforms and cannot engage in any religious or political activities. Discussions and activities during conferences, panels, seminars, and other similar events must not focus on irrelevant subjects or personal interests.
Working Areas of the Club
Article 4 –
- The Bozok Finance Club aims to facilitate cooperation between the university, the government, and the private sector through conferences, panels, seminars, discussions, and other similar activities.
- The club facilitates mutual cooperation with other universities to increase its recognition.
- The club aims to provide opportunities for students to engage in artistic, cultural, and sports activities with experts and institutions in the field.
Working Principles and Procedures
Article 5 – The Bozok Finance Club is established and operates in accordance with the principles outlined in the "Yozgat Bozok University Rectorate Student Clubs Regulations."
- The Bozok Finance Club cannot use spaces that have not been assigned to the club without permission.
- It cannot engage in political activities or involve itself in politics.
- The club cannot organize events without the knowledge and approval of its Academic Advisor.
- The club follows the instructions given by the Rector, the Health, Culture, and Sports Department, the Event Committee, and the Academic Advisor.
- In cases not covered by this regulation, the "Yozgat Bozok University Student Clubs Regulations" shall apply.
Membership
Article 6 – All Yozgat Bozok University students may become members of this club. However:
- Membership is completed when the applicant fills out and signs the membership form and submits it to the executive board.
- Members who display behavior contrary to the club's goals or are inactive may have their membership suspended by the executive board.
- Students whose membership is terminated cannot be re-accepted into the club.
- A member has the right to resign at any time.
- An executive board member must notify the board of their resignation at least one week in advance.
- Individuals who do not comply with the membership definitions (e.g., Yozgat Bozok University academic and administrative staff) may participate as honorary members or in a teaching or assisting capacity.
- Members whose association with Yozgat Bozok University is terminated will also be removed from the club.
Duties and Responsibilities of Members
Article 7 –
- To adhere to the club’s objectives.
- To actively participate in activities.
- To perform assigned tasks to the best of their ability.
Expulsion from Membership
Article 8 – A member may be expelled for:
- Engaging in activities contrary to the club's objectives.
- Misusing assigned tasks and powers.
- Falsifying documents.
- Engaging in activities that obstruct the club's operations.
- Failing to participate in club activities for an entire academic year without a valid excuse.
- Failing to take necessary care of equipment under the club’s responsibility or failing to compensate for damage caused.
Expulsion will be decided by a majority vote of the executive board, and the final decision will be made by a vote at the first general assembly.
Advisorship
Article 9 –
(1) The advisor is selected from among the academic staff of Yozgat Bozok University. (2) The term of office for the faculty advisor is two years and can be renewed. (3) The academic advisor is appointed by the Committee upon the club’s recommendation.
Temporary Executive Board
Article 10 –
(1) The founders of the club elect a "Temporary Executive Board." (2) The list of the Temporary Executive Board is submitted to the Health, Culture, and Sports Department along with the club’s regulation. After approval by the Event Committee, the club activities and membership registration begin. (3) The Temporary Executive Board must hold the first ordinary general assembly within 30 days of the club's establishment.

General Assembly
Article 11 –
(1) Composed of club members. (2) The highest decision-making body. (3) The General Assembly discusses and decides on all matters concerning the club. (4) It elects the members of the Executive and Supervisory Boards, their substitutes, and other committees mentioned in the regulation. (5) The General Assembly meets twice a year for regular meetings. (6) If a majority is not reached during an election, the election will be held one week later at the same time and place. (7) Voting is done by secret ballot, and counting is open, following the principle of simple majority. (8) The General Assembly’s meetings are managed by a board elected during the assembly.
Extraordinary General Assembly
Article 12 –
(1) It is convened upon invitation from the Executive or Supervisory Boards, or if members representing 51% of the club submit a petition with the relevant issue to the Executive Board. (2) The meeting is managed by a board elected during the General Assembly. (3) The Executive Board announces the location and time of the meeting at least five working days in advance. (4) At the Extraordinary General Assembly, the Executive Board may be dismissed if requested by a majority of members. (5) No matters unrelated to the purpose of the Extraordinary General Assembly may be discussed.
Election of the Executive Board in the General Assembly
Article 13 –
(1) No list-based election method shall be used for the selection of club organs. (2) Elections to form a new executive board are held annually in November during the General Assembly. (3) Only members of the Bozok Finance Club may participate in the elections.
Composition of the Executive Board
Article 14 –
(1) The Executive Board consists of a president, a vice president, a treasurer, a secretary, and three members. (2) The term of office is one year. (3) The Executive Board meets as needed upon invitation from the President. (4) Each board member has one vote. In case of a tie, the president's vote counts as two. (5) The meeting quorum and decision quorum is simple majority.
General Member Meetings
Article 15 –
(1) The Executive Board is responsible for managing the meeting. (2) General member meetings are held to ensure communication within the club, report ongoing activities, and encourage member participation. (3) The agenda for these meetings is determined by the Executive Board, considering members’ preferences. (4) Decisions made in general member meetings are recommendations. Final decisions are made by the Executive Board.
Duties and Responsibilities of the Executive Board
Article 16 –
(1) Responsible for overseeing activities, ensuring their proper execution, and applying the club’s regulations in line with its purpose. (2) Reports all activities to the Health, Culture, and Sports Department, seeking Rectorate approval. (3) Prepares an annual report at the end of the academic year and submits it in writing to the Health, Culture, and Sports Department. (4) Determines the time and location of General Member meetings. (5) Communicates decisions made by the Executive Board to the relevant authorities and ensures implementation. (6) Forms working groups, assigns roles, and may dismiss members when necessary. (7) Sets the election date and calls for the General Assembly elections. (8) Registers new members. (9) Notifies the Academic Advisor of all decisions and seeks approval. (10) If a member misses three consecutive board meetings without valid excuse, their membership is terminated.
Executive Board Members
Article 17 –
President
(1) Represents the club and the Executive Board. (2) Oversees the efficient operation of the club. (3) Coordinates activities between the Executive Board and the Health, Culture, and Sports Department. (4) Ensures unity among board members. (5) Organizes Executive Board meetings. (6) Informs the Academic Advisor of the club’s needs.
Vice President
(1) Takes the place of the president when absent. (2) Responsible for the promotion of the club both inside and outside the university.
Treasurer
(1) Responsible for managing the club's assets and records. (2) Works with the president to manage the club’s needs and reports them to the academic advisor.
Secretary
(1) Takes minutes during General Member and Executive Board meetings. (2) Distributes reports of decisions to all members. (3) Manages media relations. (4) Gathers and stores information about members.
Members
(1) Consists of three individuals. (2) Contributes to creating brochures, magazines, and promotional materials. (3) Works to improve relationships between members. (4) Responsible for the security of the club’s equipment.
Resignation of Executive Board Members
Article 18 – If a member leaves the Executive Board for any reason, the next substitute member fills the position.
Selection and Formation of the Supervisory Board
Article 19 –
(1) The Supervisory Board consists of a president and two members. (2) The president represents the board and presides over meetings. (3) The term of office is one year. (4) The three candidates with the most votes in the General Assembly form the Supervisory Board. (5) The person with the most votes becomes the president. (6) The next three candidates form the substitutes.
Duties and Responsibilities of the Supervisory Board
Article 20 –
(1) Investigates appeals regarding expulsion. (2) Reviews the activities of the Executive Board. (3) Reviews board decisions if requested by more than half of the members. (4) Responsible to the General Assembly. (5) Requests changes to actions that contradict the club’s goals.
Vacancy in the Supervisory Board
Article 21 – If a member leaves the Supervisory Board for any reason, the next substitute member fills the position.
Election Committee
Article 22 –
(1) Selected members from the Supervisory Board recommend members to the Executive Board. (2) Determines election conditions. (3) Accepts candidate applications. (4) Prepares ballots and boxes. (5) Ensures that elections are conducted properly. (6) Announces election results.
Documents Maintained by the Club
Article 23 –
(1) Membership register. (2) Incoming and outgoing documents register. (3) Assets register. (4) Decision register.
Financial Affairs
Article 24 –
(1) Donations and contributions are made to the relevant account designated by the Strategy Development Department. (2) The club’s budget is part of the Student Social Services Budget. (3) No membership fee is collected from members.
Implementation
Article 25 –
This regulation enters into force with the Rector's approval and is implemented by the Executive Board.
